From first pursuit to two contract wins: a California WOSB enters government staffing
A California-based Women-Owned Small Business (WOSB) with no prior government contracts won its first two awards — temporary staffing services for Douglas County School District and the State of Kansas — with NorthXGov guiding the engagement from capture through final proposal.
The challenge
The client had strong commercial staffing experience but no government past performance, no capture process, and no proposal infrastructure. Two attractive opportunities — temporary staffing for Douglas County School District and the State of Kansas — were on the street at the same time, and the window to compete was short.
Our approach
- Capture: opportunity qualification, bid/no-bid analysis, agency research, incumbent and competitive assessment, and win-theme development for both pursuits.
- Positioning: translated the firm's commercial staffing record into government-relevant past performance and leveraged its WOSB status where it strengthened the offer.
- Proposal development: compliance matrices, outlines, full technical and management volumes, staffing and recruiting methodology, pricing support, and color-team reviews through final submission.
The outcome
Both proposals were submitted fully compliant and on time — and both won. The WOSB secured temporary staffing contracts with Douglas County School District and the State of Kansas as its very first government awards, establishing past performance that now anchors its public-sector growth.
